TTI Communications adapted researcher content to create a guidebook for use by local officials who must deal with increasing congestion and reduced mobility in their small or medium-sized communities. Innovative use of color, graphic illustration, and layout help to translate technical concepts to layman’s terms without losing the import of the content.
